Michigan may be moving from a 3-tier to a 2-tier state.
We will be discussing what this means and having a vote at our December State Meeting. We wanted to send out notification early so MI ENA members can have their questions answered and their comments heard.
Situation:
Chapter involvement is extremely low, and our active members are stretched to participate at both a chapter and state level. Previously many of our chapters have been dissolved leaving only 2 chapters in Michigan at this time (East and West).
Background:
Involvement in MI ENA's Chapters has been declining for the past several years. This issue is not only affecting Michigan but many other state’s as well as there have several other states that have made the move to a 2-tier state.
Assessment:
As a 3-tier state, we have 2 Chapters each with a President, Treasurer, and Secretary. For several years, these roles have fallen on the same people or have been vacant or unfortunately inactive. As a 3-tier state, each chapter has to hold elections, maintain bylaws, policies, responsible for keeping track of and filing treasury documents, and also reporting up to the state BOD.
Recommendation:
Going to a 2-tier state the state BOD files the taxes and keeps up with the financials for the entire state. We would work to update the bylaws to be inclusive of all the regions. We have discussed having 4 regional directors that would be voting members of the BOD. These directors would be the contact people for the region they are in. If there are members wanting to be involved, the state has numerous committees that are in great need of involvement, and we always have room for growth.
